Before you get started
Annual or professional review campaigns are generally managed by the HR teams, with a single person assigned as campaign owner. This can create two needs:
- Resolving comprehension and confidentiality issues generated by the implicit permissions in place
- Ability to create campaigns with a given population without having access to all the reviews of this population
How to adjust this permission to launch campaigns, given the constraints in terms of confidentiality
Here are some use cases to help:

the HR Admins who will have to change the settings of the permissions when using the Product

the HR department, which will be able to limit the number of campaigns to be created to cover the entire company for the campaigns that affect all employees (going from several to 1 campaign while maintaining the right level of confidentiality with the advantage that it is easier to manage)
Everything will be decided between the "Administer a campaign" permission with an associated scope, and a checkbox in the settings of a campaign
